Vitals lives next to the clock, not in the Dock. Click it for a quick look, or choose Open Vitals for the full window.
Optional: measure system processes too. On its own, Vitals can measure only the processes you started. To include macOS’s own, click Enable Full System Metrics at the bottom of the Vitals window, then allow it in System Settings → General → Login Items. You can remove it any time in Settings → Permissions.
